Tournament registration is open to any active World of Warcraft account. Registration costs one payment of $20.00, which grants one World of Warcraft account access to the tournament realms for the duration of the six-week tourney. Players will be able to create up to three new characters on these realms, instantly level them to 70, and deck them out with a full set of PvP gear. Then form your new 3v3 team and enter the Arenas, where a whole new level of competitive play awaits you.

Interestingly this kind of confirms that even Blizzard is aware, that true competition can only happen when all parties have the same conditions from which they can start. This is true for the vast majority of all FPS and RTS games, but there are huge gaps between different classes of players in the RPG market, especially in WoW. You can be a kick-ass player, but if you lack the proper equipment (which directly relates to how much time you spend playing the game), you're going to lose against players who spend all day grinding for gear. I wonder how long it's going to take until they introduce a forced-equal competition mode on regular realms as well.
That's not the big issue with arena tournaments. The issues are far worse than players moving slowly with a time control. For instance, I was in an arena tournament this evening. Some player who entered the tournament with a 250 something rating went 10/10 and was #1. Obviously, this player was gaming the system hard by sandbagging rating points so he would get pairings that allow him to win easily. Or, worse, he was using an engine. Engine use and sandbagging is rampant.
It's gotten to the point that arena tournaments aren't worth entering. I'll lose rating points just trying to keep up. Oddly, later I'll gain them back in 1v1 games. Bottom line: there are too many trolls in arena tournaments.
If I had my way they would all be permabanned, but it isn't up to me.
